Russia's main app store, RuStore, is exploring the launch of its own VPN service — but with a crucial difference from conventional VPNs: strict content filtering that blocks YouTube, Netflix, Telegram, and other services restricted in Russia.
According to surveys sent to RuStore users, two tiers are being considered. The free tier would provide limited access for government services and banking apps abroad. The paid tier (~999 rubles/month) would enable access to foreign platforms from Russia, including business tools and educational resources.
The key limitation is explicit in the survey: "Through such a VPN, you will not be able to open YouTube, Netflix, Telegram." This is not a bypass tool — it is a controlled gateway to a government-approved slice of the internet.
RuStore has not officially confirmed development, only that it is studying demand. However, the survey's specificity suggests the project is at an advanced planning stage and could be integrated directly into the RuStore app.
The initiative reflects Russia's broader push toward a "sovereign internet" — infrastructure that allows some cross-border connectivity while maintaining strict content control. This would be the first time a major state-backed app marketplace offered such a hybrid product.
